Shopify Digital Products: Sanctions Screening Before Downloads and Access
Plan sanctions checks for digital orders and keep downloads, license keys and account access pending until the required screening and review finish.
•4 min read
Digital Shopify orders may need sanctions review even when no parcel is shipped. If your process requires screening before delivery, keep the download, license key or account access pending in the actual delivery service until the required checks finish. A physical fulfillment hold does not automatically revoke a link or stop a separate activation system.
The right controls depend on what you sell, where you operate, the customer and the applicable rules. This guide focuses on the delivery workflow rather than treating all digital products as subject to identical restrictions.
Identify the moment the customer receives access
List every delivery path: an email containing a download, a checkout link, a license-key app, a course account, or an external service that activates on payment. Include resend and renewal actions if they can grant access independently.
For each path, ask which event triggers delivery and whether that event can wait. An app that delivers instantly on payment may act before a later order-screening webhook completes. A review case opened afterward does not reverse access already granted.
Review the buyer's available names, company details and addresses. Missing shipping data does not establish that the customer is in an unrestricted location. Determine what reliable location information your business needs and how it will resolve inconsistent facts.
OFAC's compliance framework calls for a risk-based approach. Applying that principle here means assessing your actual products, customers and delivery routes rather than copying a physical-goods checklist unchanged.
Some rules can restrict services, software or dealings with particular parties. Product-specific restrictions and authorizations require their own assessment. A clean name search does not decide whether every digital product or service may be supplied.
Use screening as one part of the access gate
MatchAudit screens supported customer and order information against selected sources and country-risk rules. Digital orders can generate review cases even when nothing remains for the app to hold physically. Do not interpret as a clean screening result: it can mean there is no holdable fulfillment.
This guide does not promise IP-based location verification. Review the data actually used in the case and handle missing or contradictory location evidence through your own process.
If you need pre-access review, configure the digital-delivery app or service to wait for an explicit approved state. Confirm whether that integration exists; installing MatchAudit alone does not establish a compatible download or license-release connection.
Build a practical delivery checklist
Turn off instant delivery on the affected products or configure an explicit approval gate where the delivery tool supports it.
Check that the order contains the party information your screening and review process needs.
Complete screening and investigate potential matches, country warnings and incomplete checks.
Obtain the authorized decision and verify any separate payment or product requirements.
Release the download or access through the delivery tool's supported workflow.
Record when access was granted and which decision authorized it.
For a small store, a staff-controlled delivery step may be enough operationally. At higher volume, a supported integration can coordinate clearance and access, but the tests must show that it handles delayed results and failed actions.
Test more than the first download email
Run controlled tests for a clear order and an unresolved review case. Check the checkout page, email delivery, link retrieval, license activation and account provisioning. Include a mixed basket if you sell both physical and digital products.
Test order edits and customer-service resend buttons. An employee resending a link should not accidentally create an alternative release path that bypasses an open case. Define how renewals and ongoing access are reviewed when facts or restrictions change.
Existing download links can remain usable after some product edits. Shopify's delivery documentation explains link deactivation options. If access was granted too early, investigate the actual access state and escalate the incident; changing a Shopify tag is not proof that access was withdrawn.
Keep evidence of the delivery decision
Retain the reviewed identities, information gaps, sources, final rationale and access event. The useful record shows both why delivery was permitted and when it occurred.
Can sanctions restrictions apply when nothing is physically shipped?
Yes. Depending on the applicable rules, dealings involving services, software or digital goods can be restricted. Assess the product, parties and jurisdiction.
Does a Shopify fulfillment hold automatically disable a download link?
Do not assume it does. Digital delivery and access controls belong to the delivery app or service. Configure and test an explicit review gate there.
Does MatchAudit identify a customer's real location from an IP address?
This guide relies on supported party and address screening, not an IP geolocation guarantee. Incomplete or inconsistent location data needs a separate assessment.
